Notice is hereby given a meeting of Northill Parish Council will be held at the Methodist Church Hall, Upper Caldecote on Thursday 14th September 2023 at 7.30pm. All members of this Council are hereby summoned to attend for the purpose of considering and resolving upon the business to be transacted at the Meeting as set out hereunder:

AGENDA
1. To receive apologies for absence.
2. To receive declarations of interest from councillors on items on the agenda that have not previously been registered.
2.1 To receive any written requests for dispensations for disclosable pecuniary interests.
2.2 To grant any requests for dispensations as appropriate.
3. To approve the minutes of the meeting held on the 20th July 2023.
4. To receive updates on resolutions from the last meeting (Clerk).

9.1 Accounts to be approved.

9.3 To consider quotes for works to trees in the parish.
9.4 To consider funding towards ICC’s work to the pavilion following the Disability Audit.
9.5 To consider increasing the membership fee to CPRE.
9.6 To consider quotes for a replacement Alder tree on Caldecote Green and a new Sweet Chestnut tree on Ickwell Green.
9.7 Notification of the receipt of the second instalment of the precept for 2023/24.
9.8 Notification from Mazars of the completion of the External Audit for the year ended 31st March 2023.
10. Parish Matters
10.1 Ickwell Green a) Annual maintenance of the accommodation track; b) An update from CBC regarding the watercourse; c) to consider when to remove the Horse Chestnut tree and replace it with a Sweet Chestnut tree; d) To consider the installation of a sign near or on the Oak tree planted in 1996 by the Ashcroft family.
10.2 Caldecote Church Rooms.

10.5 Raised beds around the parish and the planting of bulbs.
10.6 To consider entrance gates to the villages.
10.7 An update on the A1 crossing following a meeting with Richard Fuller MP.
10.8 To consider the area of land that belongs to NPC, but that CBC have not acknowledged.
10.9 To consider what to do about the clothing bins at Water Lane that are on NPC’s land without their consent.
10.10 To consider reviewing the Neighbourhood Plan.
10.11 To review the Emergency Plan.
10.12 Update on additional defibrillator.

10.14 To consider marking the D Day 80th anniversary.
11 Information and communications
11.1 General correspondence for circulation:
11.2 Correspondence regarding a new entrance from Thorncote Green.
11.3 Correspondence requesting support against a decision made by a Planning Inspectorate for a development in Staffordshire.

12.1 a) Items for the next newsletter; b) To consider whether to include an A5 leaflet from Northill Parochial Charities in the next newsletter. The Charities have agreed to cover the additional cost of £147.50.
12.2 To consider dates for next year’s meetings.
12.3 To consider co-opting Cllr Beech onto the Planning or Finance & General Purposes Committee.
12.4 BATPC training sessions including new e-learning sessions.
12.5 Notification of the BATPC AGM and councillors to consider being elected on to the County Committee.

To resolve that under Section 1 of the Public Bodies (Admissions to Meetings) Act and in view of the confidential nature of business about to be transacted, it is advisable in the public interest that the press and public be temporarily excluded, and they are instructed to withdraw whilst matters pertaining to item 16 are discussed.
